Chairman Frelinghuysen Announces Subcommittee Staff Changes

House Appropriations Committee Chairman Rodney Frelinghuysen has announced the following Subcommittee staff changes at the Committee.

“I am pleased to announce that three extremely professional women have agreed to fill senior roles on the Committee staff. Our Committee does a huge amount of crucial work on behalf of the American people – ensuring that all tax dollars are used as wisely and as efficiently as possible. It takes technical skill, political savvy, and a heroic work-ethic to get the job done. Donna, Angie, and Sue have these qualities in spades, and are more than up to the task. Their vast combined experience will benefit the Committee, the Congress, and the nation both now and in the future,” Chairman Frelinghuysen said.

Donna Shahbaz will move to the position of Clerk and Staff Director of the Homeland Security Appropriations Subcommittee. Ms. Shahbaz was previously the Clerk and Staff Director of the Energy and Water Appropriations Subcommittee. Shahbaz, who has a Bachelor of Arts from Syracuse University and a Masters in Health Administration from Baylor University, has 30 years of service in the federal government, including 10 years with the Appropriations Committee.

Angie Giancarlo will move to the position of Clerk and Staff Director of the Energy and Water Subcommittee, where she currently serves as professional staff handling issues related to the Army Corps of Engineers, the Bureau of Reclamation, and the Department of Defense. Ms. Giancarlo is an 18-year veteran of federal service, and has been on Committee staff for six years. She is a graduate of George Washington University. 

Sue Quantius will move to the position of Clerk and Staff Director of the Military Construction/Veterans Affairs Subcommittee, where she currently serves as professional staff covering the Department of Veterans Affairs. Ms. Quantius has over 34 years of federal service, including 24 years on the Committee staff. She is a graduate of Smith College (B.A.), London School of Economics (M.Sc), and Harvard University (M.P.P.).
