House Appropriations Committee Announces Two New Subcommittee Clerks

House Appropriations Committee Chairman Hal Rogers today announced new Subcommittee Clerks for the Commerce, Justice, Science Appropriations Subcommittee, and the Financial Services Appropriations Subcommittee.

John Martens will take over as Clerk of the Appropriations Subcommittee on Commerce, Justice, and Science. Winnie Chang will move up to become Clerk of the Appropriations Subcommittee on Financial Services.

“The Committee will face some extremely challenging issues over the next Appropriations cycle, and these new Clerks are more than up to the task. This Congress will have tough choices to make to prioritize funding, weed out waste, and really dig into federal budgets to make the most out of each and every tax dollar. Both John and Winnie will play an integral role in this effort, and have the professionalism, the know-how, and the extraordinary work ethic necessary to get the job done, and done well.” Chairman Rogers said.

Most recently, Martens was the Clerk of the Appropriations Subcommittee on Financial Services. Martens joined the Committee staff in 2002, after serving as a budget analyst for the Naval Sea Systems Command and the Administrative Office of the U.S. Courts. He has an undergraduate degree from Randolph Macon College and a Masters in Public Administration from Troy State University.

Chang was most recently a professional staff member on the Financial Services Subcommittee, where she has served since 2011. Her prior experience includes serving as a budget analyst for the House and Senate Budget Committees and for the White House Office of Management and Budget, and as an Appropriations Liaison for the Department of Justice. Chang has an undergraduate degree from the University of California – Riverside and a Masters in Public Administration from the University of Washington.
